angie: new package

[Kazibuya]

Adds angie as a new package, an efficient and scalable web server forked from nginx by its former core developers. It acts as a drop-in replacement for nginx with built-in ACME support and a REST API for server statistics.

Note: --with-http_v3_module was removed as it requires an SSL library with QUIC support (BoringSSL, LibreSSL, or QuicTLS). I could not find any of these packaged in Wolfi. HTTP/3 support can be added in a follow-up PR.
