Created a new top-level gitlab ci directory and moved the runner and debugging documentation into it. Added instructions for muting Slack notifications and enabling verbose debug tracing.

Fixing the yamllint issue with an extra space in indent will let me approve.

There is an extra space in the indentation. I recommend using yamllint for verification, it's what we use in pre-commit, and in the CI checks.
