Adds the first slice of CLI reference documentation: 65 wallet-category
RPC pages under
docs/cli/wallet/, auto-generated fromsyscoin-cli helpagainst Syscoin Core 5.0.5.
This is the start of a broader effort to bring CLI/RPC reference into
docs.syscoin.org. Wallet is shipped first as a proof of the format and
pipeline; the remaining ~14 categories will follow once the format is
agreed.
