chore(deps): bump eslint from 7 to 8

chore(deps): bump prettier from 2 to 3

Also bump eslint-plugin-prettier from 4 to 5 (required for Prettier 3
compatibility). Fix eslint-disable comment placement in extension.ts
and usePrevious.ts where Prettier 3 reformatting shifted the target
lines.
