Extract PackTransportPackage steps into a reusable Steps template and adapt the Foundation build for the MonoBuild pipeline: - Extract WindowsAppSDK-PackTransportPackage-Steps.yml from the Stage template so it can be called from both per-component and monobuild pipelines. - Update BuildAll.ps1 to accept and propagate WindowsAppSDKVersionPinned for monobuild version alignment, with env-var fallback. - Add CommonVariables for Foundation (channel, OUTPUTROOT, REPOROOT, version pinning) in WindowsAppSDK-CommonVariables.yml. - Simplify Version.Dependencies.props to use hardcoded fallback versions with ValueOrDefault pattern for internal packages.
