also bumps bin-base
The signet 0.17 SDK requires rustc 1.92 — without this bump the MSRV-aware resolver back-resolves signet-storage-types to 0.7.2, which is incompatible with signet-types 0.17 and breaks CI.

also bumps bin-base, along with the MSRV to 1.92, as the latest storage types require newer rust versions.
