update: make AGENTS.md canonical for the types library

• Removes legacy .cursor/rules/*.mdc (code-review, delivery/CDA, dev-workflow, testing, typescript).
• Adds skills/dev-workflow/SKILL.md and points AGENTS.md + skills/README.md at the skill index.
• Updates skills/typescript-types-generator/SKILL.md (library-specific: generateTS / graphqlTS, Delivery SDK vs GraphQL).
• Adjusts skills/code-review/SKILL.md, AGENTS.md, and .talismanrc so secrets scanning matches the new paths.
• .cursor/rules/README.md only links to AGENTS.md.
