Add adr.zone to tooling list (any template)

Adds adr.zone to the "Tooling to create and maintain decision files (Any template)" section.

adr.zone is a free web-based ADR generator with multi-format support (Nygard, MADR, Y-Statement, ISO/IEC/IEEE 42010-inspired), examples, and a simple API for programmatic ADR generation.

wondering if there's anything I can help with to getting this closer to merge?

The main value adds (in my opinion) of adr.zone are:

• Callable ADR generation HTTP REST API (I use this a lot informally with my own agents)
• Browser-based generator with shareable URLs
• Introduced an "Outcome First" ADR variant for improved async comms more towards org leadership and higher-level stakeholders. It presents outcomes / decisions / impact before technical reasoning for scanning. Based loosely around outcome-first communication principles applied to ADRs for ongoing ops

Really appreciate you maintaining this ADR hub and would love to support you more outside of this where possible!
