Updates the Pixi environment to use a newer rattler-build, which is the build tool this repo uses to generate and build RoboStack ROS Rolling recipes across all supported platforms.
Changes:
- Relaxed the
pixi.tomldependency from the old<0.58.0pin to>=0.63.1. - Regenerated
pixi.lockso every supported platform now resolves torattler-build 0.63.1. - Brought the lockfile metadata for the new
rattler-buildartifacts and their package requirements in sync.
