Fix IResultHandler.RuntimeError not stopping the algorithm

Description

SetAlgorithmState now sets Algorithm.RunTimeError and status so the AlgorithmManager detects the error and stops execution when IResultHandler.RuntimeError() is called from a brokerage or data source
