What:

• Release SSI-825 update dev authorizer #158 (only affects dev).
• Release Add ssh key for terraform module access #159 (pipeline fix).
• Release Bump JWT core to 1.87.0 for Cognito support. #160 (release target).

Why:

• Preparation for the release of cognito flow to staging. Need to ensure all of the APIs are using the latest JWT Nuget package version for both token schema support.
