Release #95, #96, and #97 to staging.

What:

• Release TsS-2045 add pre production workflows #95 (no effect on staging or prod).
• Release SSI-825 update dev authorizer #96 (only affects dev).
• Release Bump JWT core to 1.87.0 for Cognito support. #97 (target of the release).

Why:

• Preparation for cognito auth flow release to staging. Need to ensure that all APIs on staging environment are pointed to the latest JWT nuget package version providing support to both token schemas.
