This PR moves the default project settings from database defaults to Eloquent attribute defaults, allowing defaults to be changed without database migrations in the future. I plan to make a series of follow-up PRs to do the same for other tables.
This PR also increases the default
uploadquotafrom 0 to 10 GB, and increasesautoremovetimeframefrom 0 to 90.
