performance discrepancy running in Windows vs Linux

I've observed that running ni-python-styleguide on the same codebase on Windows runs much slower than on Linux (WSL). It appears that ni-python-styleguide better utilizes all cores/threads when running on WSL while Windows seems to just run single-threaded.

This is correct, it is caused by underlying flake8 implementation (notice output "WARNING:flake8.checker:The multiprocessing module is not available. Ignoring --jobs arguments." when running the "fix" command).

We could potentially introduce a threadpool worker ourselves on top, but that's not a high priority as it's only a matter a few seconds for most (and probably all) projects.
