Sign the mendix-cli for windows

No need to change allow execution policy. This reduces steps end-users need to take. Also corporate laptops do not allow disabling execution policy.

Sign the mendix-cli binaries upon release for windows systems.

Is this already implemented, or still an open issue?

It's still open I think. At least we dont have a signing process. Is this needed in windows? Im not familiar with this in enterprise environments.
