[Project] Create a tool for developers to use to quickly create cross-platform chatbot skills with CD.

The current target of this project is to create a single command that can be used to create and deploy boilerplate chatbot skills. The command would be menu-driven for configuration, allowing a user to select the platforms they want (Amazon Alexa, Google Assistant, Facebook Messenger, Slack, and web-based).

The command should create and push the created repo and trigger a deployment.

There should be a single, dry codebase with a continuous deployment pipeline.
