I think you're reffering to ele-condition plugin.

If so you can add in your function php this code:

add_filter( “eleconditions_vars”,function($custom_vars){
     foreach ($_GET as $key => $value){
         $custom_vars[$key] = $value;
     }
     return $custom_vars;
});

I think this should convert all the $_GET values into custom vars, so if you have .../index.php?something=value than in the condition you'll add:

something == value

If you want to work with $_POST values just replace $_GET with $_POST.
