Threaded Responses are Broken

**Describe the bug**
When muzzled and responding to a thread, the muzzled message gets sent to the channel rather than in thread.

**To Reproduce**
Steps to reproduce the behavior:
1. Get muzzled
2. Respond to a thread

**Expected behavior**
The muzzled message gets posted to the thread.
