Semantic Release

We might want to use https://github.com/relekang/python-semantic-release here. I use it with several personal libraries:

• https://github.com/honzajavorek/danube-delta
• https://github.com/honzajavorek/fiobank

It works well. Every time I implement it on a package, I also add it to the list on their wiki page.
