Run real CLI smoke tests against API7 EE 3.9.12

Part of #22.

Build the real a7 binary and exercise every supported mode (create/get/list/update/delete/export + config dump/diff/sync/validate) for all core resources against a real API7 EE 3.9.12 instance.

Follow docs/ga-test-plan.md (Phases 0, A, B). For every bug found: add or update E2E coverage before fixing it.
