Complete Track F docs system cleanup
- consolidated duplicate and overlapping docs into authoritative feature docs - removed move-only historical docs after preservation validation - aligned docs to feature-based review structure - updated affected internal references - preserved unrelated working-tree changes PR Details - advances `consolidate duplicate docs` from [ ] to [x] - advances `remove move-only historical docs (after validation)` from [ ] to [x] - advances `align docs to feature-based structure` from [ ] to [x] - advances `Track F - Docs System Cleanup` from [.] to [x]
