Create a mechanism for visibility into available workers and wait for workers to become available

Currently, if a client submits a task and is waiting for a worker, the task may timeout before a worker is even available. THis should create a way for the task to continue to wait until a worker is available before starting the task and the timeout period. Create a seperate timeout for waiting for a worker.
